Pulling my hair out. I've done this the exact same way in GL 5 w/o a problem. (as described in Sam's Teach Yourself GoLive in 24 hrs.)

1. Select object (in this case a thumbnail)
2. Click link icon in Inspector palette, and type # in url dialog.
3. Open Actions palette, highlight "on click," click new action button, select Actions> Link> New Window.
4. Fetch URL to desired image, or page.

It worked fine when I previewed it in a browser before uploading it, but after uploading to a remote server, no new windows. The html code looks different between the two pages, but I don't know specifically is wrong with it, and am mystified as to why the defaults in GL 5 work, and 6 doesn't. (I've played around with prefs, but can't find anything that makes a difference.)

Never mind... I resolved the prob. on Adobe's forums. Turns out, there's a new feature I didn't know about which uses a seperate javascript library which has to be uploaded to the server, as well. Ostensibly, this keeps down the amount of code on a page, and they load faster.

I know, I know. Read the Friggin Book.
