How about BBEdit Lite? Free, powerful, and useful for any number of things as well. Personally, I wouldn't have it any other way than designing pages by "hand." The basics certainly aren't hard to learn, and the code will be cleaner in most cases. More control, and more fun, IMHO.

I can't recommend any in particular (maybe someone else can), but try browsing through web authoring at CNET. It looks like there are some WYSIWYG options, but you might just have to try out several to see if they're any good (seems most of them don't have user ratings). And I wasn't trying to be completely glib when I recommended BBEdit. If you work with HTML directly, your skills will improve, and in the long run you'll have much more control over your pages.
