In the absense of an IEAK, does anyone has any ideas on how to start customizing Internet Explorer?

IEAK=Internet Explorer Administration Kit

It's for Internet service providers who want to distribute a customized browser to customers - with special links, etc. Microsoft no longer makes the IEAK, but they told me that I can still customize IE with "UNIX tools." Of couse they didn't elaborate.
