got a great concept - how do i find a programmer? :)

hi y'all,
i got a concept for a texteditor aimed dirctly at creative writers. i know, it sounds lame (yet another editor... duh), but the approach i'd like to take is somewhat different from all these ideaspirals, powerstructures and outliners out there, and being a novelist myself i feel the dire need for such an app.
i got a nice interface set up (really, truly, it rocks  ), and sort of made up a filestructure which i think would be pretty cool.
problem: how do i find a programmer willing to bring this baby to life?
is there a forum of some sorts where programmers hang out, waiting to get an idea presented? 
i thought about contacting some programmers who already do text-apps, but i feel like the standard response will be "sounds interesting, but i got no time, sorry".
any ideas as who to contact, where to go?

Do you have money to pay or are you looking for someone to "partner" with?
If it is the former, there are some sites like www.guru.com where programmers that work independently post their talents, and people with work to get done hire them to do a job on spec.
