I need to get a proposal done this weekend to do a website. if you have time, please visit http://www.oakharbor.oh.us and tell me what you think is a fair price to charge to:
1. redo the whole site
2. r&d to add more info
I believe that is all they asked. Basically they want a user friendly site but with in depth info on what they have to offer. Thanks!

i can see why they want a redesign! if i were you, i'd have "i wanna kick the original 'designer' in the nuts!" drawn into the contract!
so, how many pages will it have? how many gfx will you have to make up? any flash? any server scripting? how much time are you gonna have to spend on r & d?
how much money do these guys have? are you on a lump payment, or can you charge an hourly rate?
if hourly, charge different rates for html/gfx than flash/php kinda stuff

No kidding. It was me that came to them about redesigning the site. Apparently the person that did the site did it in Frontpage about 5 years ago (or 4), and for free.
No idea how many pages they want. Basically its one of those 'draw a proposal and we'll see where to go from there' deals. I'm guessing no less than 30 pages. I'll probably do about 75% of the gfx on my own, the rest come from images they want to use. R&D? not sure how much time, but I'm guessing 20-30 hours.
They won't tell me how much they're willing to spend til I give the proposal. And I really want to do this to start my portfolio (as you can see from my site I have nothing to build upon). So would I be wrong at starting the price from $500/$1000? Or do you think thats too little?

 it's kind of hard for me to tell you because i can't look at that site for too long.
all i can say is a minimum of $1500 for the redesign. it's a lot of stuff and you're going to have to start from scratch. graphics, scripts, forms, everything. make sure you use php or ssi to deal with menus, footers, etc or you'll have headaches maintaining it and making changes.
for R & D i have no idea what to tell you. for 20-30 hours i'd charge at least $700.
nobody can tell you exactly what to charge because only you know what you have in mind since you're going to be making a new site. but, i'd say ask at least $1500 for the job.
if you think i'm waaaay off, let me know. i'm new too. i've only done about 4 jobs…

Damn that's cheap! I'd probalby charge upwards of $50 per page. More if it involves database and server side stuff.
Actually now that I've gone thru the site it doesn't seem so bad.
If you can make a template - I'd do a "cover" page template that is the top of the section and then a "content" page template that has actuall content in it. Then its a matter of you copying and pasting into pages. I'd probably charge a few thousand at most.
If they're hosting on a webserver that you can have more than straight HTML then i'd use like ASP to read from text files into a main page, instead of creating 50 actual html files. I did something similar at http://www.formulafinish.com and http://www.starfinish.com
You'll notice the 2 sites are identical except the colors and some of the images. You'll also notice that there's only 1 page. That page figures out what content to show based on the querystring (stuff after the ? mark).
Depending on waht you click, it reads this text file or that text file, which has HTML in it. This translates into alot less # of HTML files and easier to maintain.
