I am very curious to see what other developers think is the dynamic web technology of choice. Please rate the language based on the "one you would choose if you had infinite budget, infinite time, and all the freedom to do anything"...try to ignore any OS limitations (such as ASP on Windows, etc), and try to rate a language/technology based on the ease of programming, flexibility, overall architecture, etc.

JSP, ASP(2.0/3.0), PHP, PSP, Perl, ColdFusion, WebObjects, ASP.Net, Other[specify]

It's all a case of having the right tool for the job. PL/SQL, for example, isn't really a Web development language; it's meant for talking directly to an Oracle database, and doesn't really stand on its own (this is what PSP is for).

If you want to integrate with Java stuff, use JSP and JavaBeans (or possibly WebObjects). If you need IIS integration, ASP is the way to go. If you're actually making your page into an AIMBot for some ungodly reason, Tcl would be your best bet.

General-purpose, it's a toss-up between The Three P's: Perl, Python, and PHP. That's a battle which will probably never be won; each has its advantages and disadvantages.

I noticed you left out the most overrated, bloated, and poorly documented piece of software that costs you $$$ - Lasso from Blueworld. If you feel like a good laugh, read the severely biased 'whitepaper' on their website that compares Lasso to PHP.
