Not that you wouldn't find the right person here, but that's a tall order. So many requirements. I don't know many people who cross over with ASP AND PHP. Most people choose one and enjoy using it.

As for the other requirements, I suggest looking at some of the 'freelance programmer' exchange websites. Something like http://elance.com/ (which I am in no way endorsing, its the only one that comes to mind).

I do both ASP and PHP. They are very, very similar. It depends on the client and the application which one I use. I prefer PHP, except when using stored procedures on MSSQL Server. Performance is also an issue - on Windows/IIS, ASP is 10x faster than PHP.

I didn't respond to the post because of the request for C++ and Java. To find all of the languages mentioned would likely be impossible, or a programmer that knows a little of everything, but not a lot about any one language.

I know every one on the list except ASP. I'm sure I could pick up ASP quickly if I needed to. But I don't do freelance for people I don't know, because I've been burned once before to the tune of about $8k in a similar situation.

Deliver based on milestones. Subsequent milestones are only delivered after payment. Make sure the first milestone shows progress, but isn't useful all by itself.

Whenever I do any computer work for money, I have a legal contract written up outlining the work and payment. Is this uncommon with freelancers? I just figure if there's money involved, then it's wise to have a legal deal.

And what do you do when the don't pay? Get a lawyer? A collection agency? You're basically out a lot of time and money either way.

no matter whether i'm paid by milestone or at the end, i like to always have at least something up front...projects become extremely hard to justify working on if you're not sure of the client's involvement. they generally won't flake off if they have some sort of initial investment in place...
