CSS and Safari

Ok, how come CSS in Safari isn't fully implemented? I mean, I have my contact form set to have a certain border around the fields, but only IE and Netscape show it. OmniWeb and Safari both use the Mac OS X controls...is this because that particular code isn't true CSS? Another example...the scrollbars. In IE for Windows, the scrollbars are what I code them, but on the Mac, its the default scrollbar, no matter what. Any insight that I'm missing?

first of all css for scrollbars is not even a W3C standard.
Form fields CSS suport is not yet available in Safari.
(looking at those two pictures /me thinks Safari's screenshot is better looking)

I figured the scrollbars weren't a standard, just wanted to make sure I wasn't going crazy. Thanks

So far, Mozilla displays it properly.
