Does anyone have any info on how to take a URL bookmark and embed a custom icon that will show up when e-Mailed to PC and Mac users?? (I'll settle for PC only if need be)

I've tried [on a windows NT box] making a shortcut of a bookmark, going into properties, and changing the icon. But this only makes a path to the graphic on my local machine. When I e-Mail it the user gets a standard windows icon.

The goal is to send a web site e-Mail announcement with the URL as an icon, that the user can detach to their desktop.
