Apple's cocoa mailing list would be a good start. Go to http://lists.apple.com/ and look for the cocoa-dev list. Omni also has a mailing list for cocoa developers.

People have done it before - I havent' read the rules myself but I shouldn't imagine you'd get in any trouble.

Alternatively, post here or on cocoadev.com possibly.

I subscribe to both Apple's and Omni's lists and have seen solicitations on both of them with no complaining by anyone. Given the way the market is, I wouldn't really expect anyone to be fickle right now.
