Is there an Administrative Tools folder where I can access the Data Sources or ODBC Administrative tool?

Um... I'm not sure there is one built in. It doesn't sound like something Apple would do. Try checking out version tracker for an ODBC driver for OS X.

Its in /Applications/Utilities/

Its called ODBC administrator or database administrator with a database icon.
