I've been learning some perl CGI and I was wondering if there was a quick and easy way to create a file with your script. (As easy as opening a file with open(filehandle,filename);).

A CGI is no different than any other Perl program. You create a file from within the CGI with open() just like you would in any other Perl program. Just remember that the CGI is run by the web server user ('www' on OSX, 'novody' on Linux), so that user has to have write access where you want to write the file.
