I have a free membership to access apple developers webpage and I want to download
Dec 2002 Mac OS X Developer Tools (301.2MB), but it keeps timing out.
Is there anything I can do, or another place I can download it from?

Not really. Generally apple's server is blazingly fast, so either the problem is on your end, or you should just try again later.

You could always upgrade to Panther which includes the latest dev tools

it lets you select which country to download from. try the server for japan.

I had the same problem a while back getting the whole download over a dialup line. If you do not fear the command line, try the "reget" option for ftp. It worked for me. Only problem was figuring out the full path to the file, and username and password. If I remember right, all the info you need is in the download manager window of IE.
