I have installed php modules a billion times but I have no idea why I am getting this message

Warning: Unknown(/Library/Apache2/htdocs/install.php): failed to open stream: Permission denied in Unknown on line 0

any ideas?

Check the permissions on the file. It should be readable by all (or owned by www), and the parent directory should be readable and executable.
