Do you have the developer tools installed?

I have a sneaking suspicion that you have some old version of the Developer Tools installed from before you were using 10.2, and you just upgraded to 10.2 from 10.1 or 10.0 and didn't remove the tools and install up-to-date versions. That'd explain why you don't have gcc, and I seem to remember that cc error was a standard one for people that did this.

So, go get the latest developer tools (for 10.2, that'd be December 2002, I think). Run /Developer/Tools/uninstall-devtools.pl first, though.
