Help me! libwww HTML-Parser on Panther

If someone could shed some light on this I would be very grateful.

I lost my hard drive last week, but luckily had backups. Unfortunately, I need to reinstall all of my Perl modules, including libwww. I get stuck when I get to HTML-Parser and a couple of others.

I did not have these problems before, but I installed them on a previous verion of OS X.

I keep getting the following error on a make (at the bottom):

On 10.3.4 "sudo -H cpan LWP" installed just fine with all default answers. Are you trying to manually install it yourself? What components are you looking for?

This fails as well. This is a clean install of OS X 10.3.4 and I am trying to get all of the components necessary for LWP to work. This is driving me crazy.

OK, so something is wrong, because no one else seems to have this problem. What is the easiest way to get the Developer tools (Perl, gcc, etc) back to normal. Should I do a clean install of the system software?
