If I localize a nib file with a couple of different languages, and subsequently make other changes to a nib (e.g. make connections, add a button, etc.) - do I have to repeat those changes in every localization or does it automatically update? If not, does it at least notify me that my changes are "out of sync"?

They don't automatically stay in sync, no, but you can use nibtool to at least get you some way towards automating the process. You'll still need to open them up and check the sizing of the labels and stuff by hand.
