blogger.com is free and they have a lot of templates that you can choose from. you can either have them hosted by blogger and they give you a name.blogspot.com subdomain for free, or you can have the files published to your own server/domain.
typepad is not free and runs off
movable type. i have not had any experience with typepad, but i do run movable type on my site and i am very happy with it, and the level of customization that it gives via its template tags. something which blogger could not do for me and the reason i stopped using blogger.
if you have hosting you can download a version (1 author, 3 blogs) of movable type for free to install on your own hosting.
i am using
dream host for all my hosting and they are excellent. i have not had any issues with them. i used the 777 coupon code to get a year of their cheapest plan for $9.24. (say emdeesee referred you please)
there is
wordpress, but i have not tested it since movable type is doing everything for me and the free version is more than okay.
