So I have a Palm Tungsten C which has both 802.11b capabilities and the sufficient hardware power for playing music (you can get Real Player for it to play mp3s off a memory card). How cool would it be if there were a program out there for Palm OS that let you use AirTunes?

Sadly I've never developed audio capable apps or handheld apps and don't really think I'm the right person to undertake this project.

AirTunes is an encrypted format. Anyone attempting to break the encryption in the USA will be doing so in direct violation of the DMCA. I don't like it, but there it is.

Oh... and it is Apple's lossless codec inside that encryption, so it is unlikely that a Palm would be up to the task of decoding it real time. The AirportExpress can only handle it because it has well tuned codecs running on specialized hardware.
