There was a project somewhere in the darwin source code that included drivers for the most common TVtuner chipset at the time, and it included a viewer (barbones). I have not had a look at it in quite some time, so don't know if the project is active, or what the status is on current TVtunner cards.
There are also a number of external firewire and usb devices that do this, and their manufacturers provide software for it.
Oh... and it is Mac, not MAC. It is short for Macintosh, not Machine Address Control (number).
