Does anyone know if it's possible to use AppleScript to create a new schedule in Entourage and define what it should do? I haven't been able to find a way, and Google hasn't revealed anything particularly useful.

Have you checked MSs web site? Have you looked at Entourage's Applescript dictionary? Also, is Entourage recordable?

No, yes, yes. The dictionary gave me what I needed to duplicate and enable a schedule, which is close to what I want, but what I really want to do is set the properties of the schedule.
