There were once four people named Everybody, Somebody, Nobody and Anybody. Somebody had to do a job, but Nobody wanted to do it. Nobody could see that Anybody could do it, and Somebody got angry about that because it was Everybody's job. Nobody ended up doing it, and it so happened that Everybody blamed Somebody when Nobody did what Anybody could have done.

It's an optional part of the Xcode Tools install. Be sure to check, or you'll have to run the installer again.

In the NetBeans, click on Tools->Java Platform Manager
click on the sources tab, then enter the path to src.jar.
Netbeans will now show javadoc for the APIs.

signatures are a waste of bandwidth
especially ones with political tripe in them.

You're looking in the wrong directory. I think that's /Library/Frameworks, not /System/Library/Frameworks, since /System/Library/Frameworks contains the frameworks all OS X apps use and if it was empty, nothing would work.

Spotlight does not list system files/folders by default.
It's quite simple.
In Netbeans, when you click on "add folder/jar" where I told you previously, it will bring up the typical Swing file chooser, which allows you to pick the root of the HD from the droplist. Then, click System then click Library and so on to find the file in the path I specified.
