Heres my situation. My school office in Japan has a nice little webpage set up for English teachers to use and with a lot of classroom info on it. We`d like to add something to the page so that teachers can post comments and or questions. The problem is that the entire education department is scared of most everything internet related. E-mail would be the easiest option but thats a no go. What I need is for someone to reccomend me a nice little PHP script that doesn`t require any MYSQL or any other database that allows for posting of messages on a webpage. Like a guest book, only not so 1995.
Yes, I know there are a lot out there, but weeding through the 10000 google hits is tough to do when you share a computer with co-workers who don`t speak your language. I just need a nice reccomendation or two.
Thats a jiffy.

php runs on mysql 90% of the time. finding one that dont use mysql is going to be hard. but somewere i say a php shout box that used only a text file to store its info...

php5 has SQLlite, which does away with the need for a MySql database for simple type applications.
That's if your server runs php5.

There is a whole list of free software packages you can use at opensourcecms.com. You probably want to look under the "Portals," "Blogs," "Groupware," and "Forums" sections. There is at least one that uses a flat file instead of a database, but I can't remember offhand which one that is.
May I ask, why do you want to avoid MySQL? It's not that hard to set up (on a Mac, at least), and most of the opensource cms software out there will set up the database for you, so you really never have to touch it.

As I said before, its not for personal use, its for my office. I actually have my own personal webpage running off MovableType and MySQL, so its not that I don:t want to do it. But hey, you try explaining to your office tech, in Japanese, that you want to install MySQL onto their webserver. Also keep in mind I`m using Windows XP in Japanese, and my Kanji skills suck.

if you got a good enough host for your personal website set up your mysql access so your japan site can access it and just tell in the config to go to that mysql server.

That had crossed my mind from the start, but this isn`t a perminate job for me. I only plan on being here a couple of years, so I want to find a more perminate solution to the entire situation.
