.........is throwing question marks when viewed in Firefox (Win).

An ë for example or a squiggly double apostrophie instead of a normal double apostrophie render as questions marks.

Doctype declaration issue, or should I be using a "save as" feature in word itself?

If you use the save as HTML feature in Word to make it into HTML, you can then use my application Site Soap to make it into good, compliant HTML, which may fix your problem in Firefox.

I was going to recommend HTMLTidy, but it seems as though Site Soap is based on it already, so you may as well go with that.
