Google keeps denying my sites.. anyone know of better payouts and more accepting ad programs?

AdSense is definitely one of the best ad networks for small to medium sized sites. Have they given you a reason why your sites are being rejected?

I personally don't know if it's better, but there have been good reports about Yahoo's new ad network. They appear to also pay well. If you get in that is.

I have been looking at the web developers at the company we work at and they are talking about ContextClick as a neater solution than Google. they are more accepting and they offer this thing where you get to hover your cursor over words etc you choose and a contextual ad will appear after a second.

Context Click looks good. Their downloadable PDF has good information. We're deciding between Adsense and Linkshare at the moment because they have a good reputation unlike many of the scams out there.
