I've used Postman Query in the past, seems to work well.

I should mention that Postman Query still requires you to know the postgres commands, it's more or less a GUI wrapper. If you're looking for something that builds queries for you I can't really think of anything. Maybe Navicat? (Never tried it)

pgAdmin
