I am new in webpage design and just started the Dreamweaver learning process. What would be a good book to buy? I have heard the Dreamweaver 8 Bible is a very good guidebook for a beginner and later a reference book for advanced techniques.

The user guide that comes with Dreamweaver is sadly not too great. The tutorial is riddled with errors. Instead try

I recommend you go to the Library and see what they have. It's not always the most up to date, but it is a free way to get a feel for how different authors teach things. When you find one you like, you can either check it out and read through, or go to the store and buy the most update edition.
