Setting number of active CPU's in software?

On my G4 MDD with 2 CPU's, I can manually set the number of active CPU's in the System Preferences. I can also enable the L2 and L3 cache separately. Does anyone know how this can be controlled otherwise? I'm thinking of a shell command or a C-program.
