What type of app isn't a package?

Just out of curiousity, if an application isn't a package (the contextual menu doesn't contain "Show Package Contents") what was it likely developed in? It's a Mac only app, doesn't appear to be Java. Perhaps RB? Just curious...thanks!

It's probably a CFM application, meaning it was likely compiled with CodeWarrior. But it could have been MPW, RB, etc.
