I want to upgrade to apache 2 and I was wondering before I install it, should I uninstall apache 1.3? If so, how would I uninstall it?

No need to deinstall it. Only thing is to shutdown the v1.3, because the v2 wants to use the same port 80.

[Fast way: You can just deactivate it in the config file or init script]
