How can I make a website in Photoshop that is useable? By useable I mean it can have rollover menus and links.

you would have to set up your rollovers on layers, and import the file into imageready to make slices, and export from there. This will give you HTML with your image in pieces, but it's somewhat out of favor to do it this way. It makes for large load times for all the images, isn't very accessible, etc.
