I have this very code in a text document saved with as an HTML document, Why won't Safari or Firefox open it as the idiot-level page it's supposed to be?

Are you sure youve saved it as a .htm or .html lol.
Also, what is showing up instead? Nothing?

If I had to guess, you wrote it in TextEdit and chose Save as HTML which converted your text to the equivalent HTML required to display it exactly as it showed on your screen. Instead, try going to the Format menu and "Make Plain Text" and then saving again with a .html extension. Also, if you're going to be doing much HTML editing you might want to look into a more fitting editor such as the free TextWrangler.
If it isn't showing up at all, I am not sure what the problem could be. You could link an uploaded copy of the file to us.

Somehow TextEdit's "save as HTML" isn't as intuitive as I've come to expect Apple software to be. Thanks for the tip!

It's intuitive if you think of it as a rich text format like Word or RTF — that is, I think, for the average user. It's less intuitive if you're actually a Web developer.
