I'm not an IRC expert, but I'll try to provide some pointers to general HyperCard/AppleScript TCP/IP information...
Currently, there aren't many network-related HperCard plug-ins or externals (XCMDs). A long time ago, Apple used to distribute a Hypercard TCP Toolkit but even if you could find it, I don't think it would work with modern TCP/IP implementations (Open Transport). You could try searching in the XCMD repositories or HyperCard mailing-lists mentioned on HyperActive Software's
Hypermedia Resources links page, or Glasscat's
HyperCard Resource Page of links. E.g., check out Sergey Tolkachev's
HyperHTTP XCMD suite (also available in the InfoMac archives via the
HyperHTTP keyword), which apparently includes a Ping command.
Fortunately, HyperCard does also support AppleScript in handler routines, so you could also use AppleScript scripts and TCP/IP OSAXen or TCP/IP scriptable shells. These latter can be located via the usual suspects, such as
ScriptWeb's Osaxen scripting-additions library, or the AppleScript Sourcebook's
Scripting Additions, Add-Ons & Plug-Ins and
Internet Stuff links pages. E.g., check out powerful commercial OSAXen such as Mango Tree Software's
TCP/IP Scripting Addition. Also, check out shareware scriptable TCP/IP application shells such as Chuck Shotton & Dave Winer's
NetEvents.
