is there a way to alter the phrase selection used to
give the user a heads up that a dialog box in on the
screen before it actually starts reading the contents of the
dialog box? i believe "oh my" and "shoot" are two examples.
perhaps something in the Finder that could be modified
using ResEdit. preferences settings, perhaps?

b.t.y. - Mac OS 9.1, Cube, lots o' RAM, etc.

Look in the Speech control panel. Somewhere there is an option to change them. You can even add your own, something like "Fück You" before the computer says the alert is pretty funny, if you are excited by that sort of thing .
