I've been trying to run all kinds of programs on Public Beta that have come out recently and are cocoa. It seems they won't run. This obviously has to be because they have been recompiled for later versions of OS X in turn this also must mean that these later versions have at least a slightly different API. So I ask all of you:
How has Cocoa changed? (Especially in the Golden Master)

Significant changes (bug fixes and features) will be listed in the release notes, in /Developer/Documentation/ReleaseNotes/AppKit.html, Foundation.html, and others.

As far as the exact reason why a given Mac OS X app won't run on Public Beta --- it might be because it's using new APIs, or it might be because nib files or other resources were resaved and they include incompatible changes. There might be some clue in the console.
