I am unable to find OpenSSL-0.9.5a-3.1.tar.gz in the site www.publicsource.apple. It seems that the site is not working. Anyone know something about that?

Yes, their site is obviously down. And please use the domain opensource.apple.com, Apple are trying to phase out the publicsource.apple.com domain, I think.

Go to www.stepwise.com, find the article "Building OpenSSH" right on top. In that article, you'll see that Stepwise's guru, Scott Anguish, is hosting a copy of what you're looking for. HTH.
