I think that there should be an app that lets you view images outside of a window...kind of like Clock.app. It should handle transparency and stuff too. Is there any chance that there could be such an app?

This actually sounds like a fairly trivial app to design. Apple already provides practically everything you'd need in their RoundTransparentWindow Cocoa example. All you'd have to do is rewrite that with a custom interface for choosing the picture (since it has the pictures hard-coded in) and transparency (since the control is sitting on top of the picture) and you'd be set.
