What do I have to do to the apache config file that ships with 10.0 to get it to react to .htaccess files?

Well, I figured it out, just took a little digging.
Change :
AllowOverride None
to
AllowOverried All
in /private/etc/httpd/httpd.conf
for anyone who's interested.
