What preference file do I need to edit so that when a user inserts a CD my application is launched instead of iTunes?

I dunno... iTunes has a daemon that monitors state changes like that, I think.

There's a default in com.apple.Finder for AutoplayAudioCD, but it's just yes or no, and com.apple.iTunes is hardcoded as the app it launches. So, no solution in the Puma timeframe.

So perhaps stop the finder launching it and write your own "helper" daemon to monitor CD inserts?

This seems like the only possibility, however I'm not a big fan of adding unnecesary background processes. It's almost as good that I can use this preference file to stop iTunes from launching.
