I can make a window visibly transparent, but can I also make it transparent to the mouse? For example, can I have it sitting above the desktop but not have the mouse register so when the mouse drags over it, it's really dragging over the desktop (or the highest window residing under it)?

If the window is transparent (i.e. alpha is 0.00), it doesn't register events. But I don't think this is what you meant

Actually, I think the threshold is more like 5%. So as long as the window is _mostly_ transparent, it will draw AND ignore mouse events.
