Using Sherlock ".bundle" exe's for third party software?

I need to know if there is a way to use the Sherlock plugin bundle files for third party software. These bundles do not run on their own, I think because they require a certain Runtime environment provided by Sherlock. The particular one I'm interested in is located at: /System/Library/Find/PlugIns/HTMLTextExtractor.bundle. I know that Apple had API's for creating Sherlock pluginsin OS 9/9.1, but have the API's been released for OS X yet?
