Where can I get gcc, and thus compile it for X? I've already installed the Dev tools, I expected it to be in there, but alas, there is no command.

cc is Apple's modified gcc.

Try

sudo ln -s /usr/bin/cc /usr/bin/gcc

if apps are complaining about gcc not being there.

"cc" is gcc with a different name.
