From what I know, the Development Tools are not included in the Public Beta, however, are they included in DP4?
If so, What do I look for so that I can place on my computer?

You're correct in that the Public Beta doesn't include developer tools. Apple will be posting the developer tools for Mac OS X public beta for download next month (you just need to be an ADC Online member, which is free).
DP4 did include the developer tools -- it was a developer release, after all -- but it's probably not worth the hassle to copy them to the Public Beta. There's more to them than what was in /System/Developer ... files throughout Mac OS X were removed. Apparently Premiere, Select, and Student developers are receiving a Developer Tools CD from Apple next week, but unless you can get ahold of that you're probably best off just waiting until they're posted.

There are some other options, *IF* you're willing to get down and dirty with the command line. BE WARNED this could seriously mess things up, but it is an option.
If one were so inclined, it should be possible to register for Darwin, then pull the development libraries out of Darwin's CVS tree. Be wary to pull a version declared stable.
Or, (and this is what I'm going to try first) as mentioned by Maximum Linux (http://maximumlinux.com/content/news/2000/09/13/11335), dl the darwin smi and run a small shell script.

That might work if you don't care about Interface Builder, Project Builder, or the ability to compile any Cocoa apps.

ote: The Mac OS X Beta Developer Tools will be available for download to ADC Online Members in mid-October. Since a bootable CD is required, the operating system is not downloadable. ADC Online Members who intend to download the Mac OS X Public Beta Developer Tools should first purchase Mac OS X Public Beta from the Apple Store at www.apple.com/store.

also, to install the DP4 tools, find Developer.pkg on the UFS partition (visible in OS X) and drag it onto Installer.app then it will just install. It doesn't work perfectly tho (some things broken)
Hope that helps... and if it totally breaks your computer (likely) then don't complain to me :-)

Project Builder updates will be available to download beginning in November. Project Builder will be available with releases of Mac OS X, and the ADC Seeding site allows developers to receive the latest interim version with new features and fixes.

My understanding was the ProjectBuilder et al would be available to *paying* ADC members. I.e. $500 or $2500 (or whatever it is).
I hadn't gotten the impression that it would be available to the free Web-based ADC members.
Does anyone know for certain? It would rock if it were basically available for free.

Well, the Web page at one of the links above says it'll be available for download about a month after the paying members get it on CD, as long as you already have the beta CD.
Can I say how much that ROCKS? Basically free dev tools from Apple, basically their crown jewels, available to every curious coder.
This is what I advised them to do, and they may actually make good on their promise! This may get them some developer mindshare back from Linux and Windows.

All ADC members ($100-$3500) or Student to Primier will get OS X PB with Developer Tools, 2 seperate cd's. However if you aren't currently a ADC member the wait is about 3-5 weeks I believe.
