Apple and other companies producing software for Mac OS X use 'aqua' , as a main part of their softwares interface. My question is how do you produce similar effects, such as the aqua in the 'speech' circular window, OmniWebs icon etc...

As far as I'm aware Apple has not released instructions to create these effects but the larger software companies are starting to use them ie. Adobe (Photoshop 7) and Microsoft (Word logo, and MSN Messenger 2.1)

I've tried as many of the 'Photoshop Aqua Actions', but none of them create a perfect match to 'aqua'.
