Are the updated developers tools released at the WWDC available to "the rest of us?"

According to developer.apple.com the updated tools will be available for download forthcoming.

Which could be anything from the next few days to the next few months (if you remember the lag for the developer tools for OS X Public Beta).

They're overrated. Debugger doesn't work.
