Well, as far as I can tell, there have been 2 public betas, build 1H39 and build 2E14. Build 1H39 was the original one, that could be bought from Apple's stand at the Paris Expo, and from the Apple Store. They later updated the beta for some more overseas languages (such as Japanese, which required some internal changed to support it). This was then sold after a certain date, possibly to US users as well, but I'm not sure.
There have been 2 developer tools bundles, one that was released in mid-october, and one that was released a few weeks later, corresponding to the order in which the OS X PB releases were released.
The developer tools are being updated as we speak, but internally at Apple :-). Apple will most likely send out an updated developer tools CD to ADC members on March 24th along with their copy of OS X final, and post them to the Internet within a few weeks.
