This came to me as I was going to sleep, as most good ideas do.
It should in theory be possible to make apps provide services, even if they do not support services. For example we could give Eudora a "mail text in Eudora" service.
This could be done with a Services to apple events bridging app.
Eudora supports just about every operation in apple events, thus let the user write their own custom services which take text from an app (that supports services) and sends it to an app that support apple events. This method would only let apps "provide" arbitrary services, not use them.
Has anyone done this yet?
