Well, a friend here at work just purchased an iBook just so he could use his NeXT development skills to Cocoa. He got his machine this week, and guess what: No development tools. OS X CD was there, but no Project Builder

. He can't find anywhere to download it off of Apple for free, so is he just SOL?
I'm planning on buying OS X for my machine as soon as I've got $70 to burn, but he would like to get started as soon as possible, so I feel sorry for him. If Apple won't give him a devtools CD, will he be able to install off of my CD, or will there be registration problems? Does he have to go out and spend an additional $150 just to get the devtools?!?
Does this make sense to anyone else? I assumed that bundling OS X with a machine would give you the same CDs as ship in the OS X box, but apparently I'm wrong...
Any thoughts?
