Does OsX come with all the development tools in the box???
also Is there C++ frame work, compiler?? or only Java, Obj C

No, it doesn't come with the dev tools but they are free to registered developers and it's free to register. There are two compilers used in the dev tools. One if for Java, the other is for C, C++, Objective C. Carbon is essentially the C++ framework.
