SLP Service in an unknown state

I'm running a school with 9.2.2 clients with log-in server running 10.2.5 (500Mhz G4 server).

Now to the problem(s) (I think they are related). When I try to access the server from my client station (the old "can't find server" 'you pick finder, pick server, or cancel' in the warning window) When I try to pick the server using its static IP, I'm giving a warning stating "the AFS is not turned on".

Ok, so back to the server I go. open up server settings, check to see if AFS is running (it is, since start-up; I set it that way) I notice under the network tab a caution symbol. Under SLP it states:
SLP Service is in an unknown state". Look through the Admin book. SLP - yes; Unknown state - no.

So I run disk utility to try to correct any problems. It does it thing.
But SLP is still in an unknown state. Also can not access Mac Manager (managing my OS 9 clients) because it tells me AFS is not running on the log-in server....

Suggestions?
